1. Opening Session and Welcome
Naruto-san welcomed participants to the meeting. He referred to the paper distributed at the reception the evening before. In his opinion, during the past 17 years, the level of activity in IIIC has declined. We need to begin a discussion on the future work plan for IIIC with a focus on issues relevant to our members with achievable results.
 
2. Introduction of Chairman
Naruto-san welcomed and introduced Gaylen Duncan as the chair for the meeting.
 
3. Opening Comments of Chairman
Duncan noted that FVIT could not be present as Bernhard Rohleder was deeply involved in an amalgamation of industry associations.
 
4. Introduction of attending delegates
The delegation heads introduced the members of their delegations.
 
5. Acceptance of Draft Minutes - IIIC Congress - Berlin - September 16, 1998
The "Draft Minutes" prepared by Eberhard Reik for the IIIC Congress held in Berlin on September 16th, 1998 were unanimously approved as presented and will be identified as "Final Minutes". A copy of the "Final Minutes" is available on the www.iiicongress.org website under 1998 Congress page.

It was noted that the paper on "Trade Facilitation and Information Technology" was approved after the meeting concluded and these minutes so confirmed that approval.

 
6. Adoption of Draft Agenda for the IIIC Steering Committee of November 17th, 1999
The Draft Agenda for the IIIC Steering Committee Meeting of November 17th, 1999 held in Tokyo Japan was unanimously approved as submitted and will be posted and identified as "Final Agenda". A copy of the "Final Agenda" is available on the www.iiicongress.org website under 1999 Steering Committee page.
 
7. Reports from Delegation Leaders
The delegation leaders provided a brief report from their respective associations.
 
8. Review of status of outstanding common view papers from the IIIC Congress held in Berlin on September 16th, 1998
  1. "Global Trust Services Infrastructure " - FEI - UK

    Given the fact that the paper was written in June of 1998, and is therefore likely to be out of date, FEI have offered to rewrite the paper based on the current situation. A copy of the paper is available on the www.iiicongress.org website under the 1999 Steering Committee page - under "Other Documents". It is also listed on the "Draft Common View Papers" page.

    Action:   After some discussion, it was suggested that a new paper be submitted by JEIDA that might replace the need for a new version of the FEI.

    Action:   Date-san will take the lead with support from Vic Boersma of ITAC and Ollie Smoot of ITI.

    Action:   ITAC will advise FEI that the above paper is no longer required.

  2. Discussion Paper - "New Numbers for a New Economy - Why the Information Society Needs New Economic Measurements" - ITI - USA

    Rhett Dawson noted that Les Simon had circulated a further refinement of his original paper but that no further work had been done. A copy of this discussion paper is available on the www.iiicongress.org website under the 1999 Congress and under the 1999 Steering Committee page - under "Other Documents.

    Action:   After considerable discussion, ITI agreed to prepare a paper on the need for governments to take the lead in developing new indicators that would reflect:

    • the evolving impact of IT on society
    • the impact of this dis-intermediation
    • the evolving issues relating to personal privacy and personalization
    • measuring productivity in the knowledge economy

    Action:   ITI will provide a date by which a draft of this discussion paper will be ready.

    The following documents were tabled by ITI and copies can be obtained as specified below:

    1. "The Death of the Productivity Paradox: The Digital Explosion in the U.S. Economy" - Prepared by Leslie D. Simon - Dated July 16th, 1999. (A copy of this document is available on the www.iiicongress.org website - on the 1999 Steering Committee page - under "Other Documents".

    2. ITI - Agenda for 2000 - dated October 1999 (A copy of this document can be obtained by contacting Rhett Dawson of ITI).

    3. "TransAtlantic Business Dialogue - Electronics, Electrical, Telecommunications and Information Technology Sectors (EETIS) - Statement for the Fifth Annual Transatlantic Business Dialogue CEO Conference" - Berlin, Germany - October 29th-30th, 1999. (A copy of this document can be obtained by contacting Rhett Dawson of ITI).

  3. "Global Trade Facilitation and Information Technology: How Regulation Can Best Facilitate International Commerce" - ITI - USA

    As noted above, this paper was approved after the conclusion of the Berlin meeting. A final version of this paper can be obtain on the www.iiicongress.org website on the"1999 Steering Committee" page - under the "Other Documents" section as well as on the "Accepted Common View Papers" page.

    Action:   ITI to provide ITAC with the most recent version of this paper to post on the www.iiicongress.org website.

  4. Product Take Back:

    This issue will not go away, momentum is building and we need to deal with it.

    Action:   JEIDA agreed to approach FVIT as to how they would like to proceed with this issue. JEIDA will take the lead and produce a new draft, if necessary.

    Action:   JEIDA to provide ITAC with the most recent version of this paper to post on the www.iiicongress.org website.

  5. "A Global Action Plan for Business with Governments Towards Electronic Commerce"

    This document has now been tabled with governments and other industry associations. In one way or another, members of IIIC have shown support for the document. An update of the action plan in the document has not been prepared. If one is, we will reconsider it at a future meeting.

9. Preparation and Plans for the 2000 Millennium Congress to be held in Québec City, Québec - Canada - September 17-19, 2000 - (hosted and chaired by ITAC) - presented by ITAC - Canada
The presentation on the proposed 2000 Millennium Congress was presented by ITAC and a copy of the presentation is available on the www.iiicongress.org Website on the "1999 Steering Committee" page under "Other Documents".

After considerable discussion, the following points were approved.
  • Location: Québec City, Québec, Canada
  • Dates: September 17 to 19, 2000
  • September 17th to be an evening reception
  • September 18th to be a symposium with forward looking themes challenging the ICT industry to respond to the emerging issues
  • September 19th to be a traditional IIIC working session dealing with common view papers. Based on the current agenda, it appears that at least 4 common view papers will be developed.

  • Computer Crime (ITAC)
  • GBDe - Trust Mark (JEIDA)
  • Economic and Social Indicators (ITI)
  • E-commerce Trade Agenda for WTO (ITI)
Action:   ITAC will contact all member associations to identify stimulating and provocative speakers.

 
10. Roundtable on Issues and Themes for Future Common View Papers to be Presented at the 2000 Millennium IIIC Congress - September 17th - 19th, 2000 in Québec City, Québec, Canada

  1. Draft Discussion paper on "Computer Crime" - presented by ITAC - Canada

    ITAC tabled the proposed paper on Computer Crime. The latest revision entitled "Cyber Crime" - dated May 12, 2000 is available on the www.iiicongress.org website on the "1999 Steering Committee" page - under "Other Document". Itis also listed on the "Draft Common View Papers" page.

    Action:   After discussion, it was agreed that ITI would consult on possible expansion of the scope of the paper to include computer terrorism and JEIDA agreed to provide further information on the situation in Japan.

    The clear focus was to be on the new computer crimes as outlined in the paper and not the traditional ones.

    Action:   ITAC will prepare and circulate a revised version of this paper in advance of the Québec City Congress.

  2. "One Standard-One Test, Supplier's Declaration of Conformity" - ITI- USA

    It was noted that the original policy on this issue was approved at the Berlin meeting. The new calls for a commitment from members of the IIIC to write various groups indicating support for and the importance of this initiative. It was agreed that this would be done.

    Action:   Members will report on their action in this regard at the Québec City Congress.

    Action:   ITI to provide ITAC with the most recent version of this paper to post on the www.iiicongress.org website.

  3. Draft Discussion paper on "The IIIC Trade Agenda for the New Round" - presented by ITI - USA

    ITI tabled a paper furthering the Trade Policy issues of IIIC. It was agreed that steering committee members would write letters to their governments noting the issues of importance and that ITAC would forward the letter and attachment to all other IIIC member associations. A copy of this paper is available on the www.iiicongress.org website on the "1999 Steering Committee" page - under "Other Documents".

    Action:   ITI agreed to draft the letter and to circulate it by e-mail.

    ITAC also tabled its paper on International Trade Negotiations. A copy is available on the www.iiicongress.org website on the "1999 Steering Committee" page under "Other Documents".

  4. "GBDe Trust Mark"

    Date-san gave a review of the GBDe Paris Meeting which included a recommendation that GBDe produce a paper on a proposed globally acceptable Trust . The steering committee supports the preparation of a GBDe proposal and offered to provide a constructive review as the project to the attendees. As stated earlier, there is not much need for discussion.

    Action:   JEIDA to circulate a copy of the GBDe proposal once it is available. JEIDA to provide ITAC with a copy of the review of the GBDe Paris meeting for posting on the www.iiicongress.org website.

Other Business
  1. IIIC participation in the November 1999 WTO Ministerial in Seattle - November 30th to December 3rd, 1999 - presented by ITI - USA

    It was noted that ITI would be present with a large contingent of vendors and politicians and that ITAC would also have representation.

  2. Proposal for housing of IIIC on ITAC website - presented by ITAC - Canada

    ITAC presented a proposal on establishing and housing information for the IIIC. (A copy of this proposal is available on the www.iiicongress.org website on the "1999 Steering Committee" page under "Other Documents".

    The following was agreed to:
    • ITAC will launch the IIIC web page itac.ca/international/IIIC (hotlink to minutes).
    • ITAC will seek the domain name IIIC.org
    • ITAC will host the page until after the 2000 congress at which point IIIC will decide on future options for housing the page.
    • The page will contain hotlinks to all member associations.
    • The draft paper outlining the history of IIIC was approved after correcting typos and adding xx from Japan to the steering committee (email Tanaka to provide title of Exec. Director of other assoc in Japan).
    • Draft common view papers will be referenced but not included on the page and the owning country of any drafts will ensure that the current information is correct.
    • Approved common view papers will be available in full text and the owning country is responsible for providing ITAC with electronic versions of the papers in word and PDF formats.

  3. Establish and review process for promoting and distributing approved Common View Papers - initiated by ITAC - Canada

    Action:  ITI agreed to provide a discussion paper on the process for distributing approved papers by member associations and the role of the secretariat in ensuring that copies of the papers are circulated to appropriate international bodies. This paper is to address issues such as covering letters, press releases, target audiences, other distribution channels, the use of the new IIIC webpage, etc.

  4. Discussion on format for producing "Draft Common View Papers" - initiated by ITAC - Canada

    It was proposed by ITAC and accepted by the steering committee that any association preparing a discussion paper, draft common view papers and approved common view papers adhere to the following standards. The cover page is to include the following information:
    • Title of paper
    • Status of paper (i.e. draft and revision number or approved)
    • Last revision date
    • Owning country/association

  5. Review of process for appointment and or recruitment of new members to IIIC - initiated by ITAC - Canada

    The steering committee discussed various options for gaining new members.

    Action:  JEIDA agreed to produce a discussion paper that would outline several options including criteria for membership. These include:
    • maintenance of the status quo
    • expanding membership but retaining the focus on the hardware industry
    • expanding membership but also including sectors other than the hardware industry
    • options for aggressively recruiting new members from around the world

  6. Other:

    ITI and ITAC thanked JEIDA for hosting the meeting and JEIDA thanked the staff and translators for their work.

12. Closure of meeting
The meeting was closed by the chairman at approximately 3:30 pm.
