AGENDA ITEM 1 - Welcome, approval of the minutes of the last steering committee meeting, and approval of the agenda
Anthony Parish welcomes all participants at the FEI premises in London.

The proposed agenda and the minutes of the last Steering Committee Meeting in Vancouver on September 10, 1997 are unanimously approved.


AGENDA ITEM 2 - Reports by delegation leaders
Delegation leaders from Canada, Japan, the UK, the U.S. and Germany gave short reports on their associations' recent activities as summarized below:

ITI (R.B.Dawson):
On top of ITI's agenda are data security (adopting and implementing a self-regulation framework), the ITA II (including TBs) and encryption (including export control regulations).

JEIDA (S. Date):
Mr. Date highlights the importance of encryption and IT security issues and stresses the importance of the regulations on data security and privacy in Japan. Serious discussions are being held on energy and environmental issues. Electronic commerce is regarded to be of highest importance. The next APEC meeting to be held in November could also be addressed by the IIIC meeting in September in Berlin.

FEI (A. Parish):
The UK is pursuing an "Information Age Partnership" program, spearheading electronic business. Prevailing problem areas are encryption, taxation, data security. Other current issues are the effects of telecom liberalization, skills shortages and the Year 2000 date change.

ITAC (N. Heselton):
ITAC is currently focussing six areas: (1) skills shortage, (2) electronic commerce, (3) trade, in particular ITA II, (4) the integrated North-American business environment, (5) public procurement, and (6) Y2K.

FVIT (B.Rohleder):
On top of the German IT agenda are (1) skills shortage, (2) electronic commerce, (3) the convergence green paper of the European Commission, (4) encryption and authentication, (5) data security and privacy, and (6) environmental issues.


AGENDA ITEM 3 - Review of Vancouver Papers and Related Activities

Energy Efficiency for IT Equipment, Internet Rules and Governance: Widely spread, available on paper as well as online.

Electronic Commerce: The paper is unanimously adopted. Publication and promotion of the paper to be done before September 98. ITI will print 500 copies, of which FVIT will take 100 copies. It may serve as a basis for an executive summary for the papers to be adopted in Berlin.

Product Regulations in Global Markets: Still missing final comments of FEI, JEIDA, and FVIT in particular. The Steering Committee recommends that those comments should be submitted no later than May 15, 1998. As for the principle of "one standard, one test" and SdoC, JEIDA points to the powerful Japanese consumer associations which argue that self-declaration will not do. To JEIDA, the current approach of the IIIC draft paper on product regulations in global markets seems to be somewhat idealistic and its implementation out of reach.


AGENDA ITEM 4 - Review of Geneva Seminar
John Wilson gives a short overview of the seminar. ITI is preparing a report for distribution in Berlin.

AGENDA ITEM 5 - General Conception, Program, and Agenda of the IIIC Congress, Berlin, September 15 through 17, 1998
The motto of the congress has been confirmed to be: ”A Global Framework for Electronic Commerce”. The Steering Committee unanimously agrees to the proposed change of the congress structure with one internal part (Sept. 16) and one open part (Sept. 17). The open part will start with a dinner on September 16, and will end in the late afternoon of September 17.

Moreover, the Steering Committee takes the following decisions:
  • To be added: Session 4: “Global IT Industry Outlook”. Issue owner: ITI.
  • Press and PR activities will be supported by all IIIC member associations in their respective countries.
  • The main speaker of the press conference will be IIIC chairman Jörg Menno Harms. The total number of speakers is to be adapted to the number of journalists present.
  • IIIC congress patronage by Roman Herzog, President of the Federal Republic of Germany (confirmed).
  • Invitation of further associations as annexed. ITAC will name additional associations.
  • Open part: Invitations on a personal basis only. Invitation lists to be provided by member associations, and invitations to be addressed by them.
  • Invitations to the open part are on a personal basis only.
  • Inclusion of a panel discussion in the late morning of September 17, including Mssrs. Ruggiero, Johnston, and Bangemann as well as one industry representative from Japan, Europe and North America each. ITI/ITAC, JEIDA, and FVIT/Eurobit will nominate the speakers as soon as possible.
  • "Electronic Commerce Policy in Germany": To be concentrated in the afternoon of September 17.
  • The program as decided by the Steering Committee reveals from the annexes.
AGENDA ITEM 6 - IIIC Common Views Papers to be discussed and agreed in Berlin

A Global Framework for Encryption and Security, issue owner JEIDA. JEIDA presents a first outline of the paper and will try to provide a new draft in about two weeks. Authentication issues are to be included. It is stressed that there already exist two IIIC papers on encryption and IT security which should be taken into account when drafting a new IIIC paper.

A Global Framework for Data Protection and Privacy, issue owner FVIT. The first outline will be circulated by May 22, taking into account existing IIIC papers.

A Global Framework for the Taxation of Electronic Commerce, issue owner ITAC. The first draft will be circulated by June 27.

Global IT Industry Outlook, issue owner ITI. The first draft inspired by the AEA outlook for the U.S. IT industry will be circulated by June 27. FVIT will provide data on basis of the European Information Technology Observatory.

International Standards for the Global Electronic Marketplace, issue owner ITI.

Eco-label,issue owner FVIT. Under preparation, first draft to be provided by June 27.

The Steering Committee adopts the following schedule for the preparation and agreement of the Berlin papers which is to be strictly respected:
  • May 22 - Circulation of the outline of the data protection and privacy paper.
  • June 27 - Circulation of the drafts of all papers.
  • August 14 - Adoption of the final drafts.
