Opening session: Chairman's Address, Adoption of Agenda, Reports from Delegation Leaders

Attachment 1: List of Participants

The proposed agenda was unanimously adopted.

Delegation leaders gave their reports on developments in the IT area of their countries, and regarding key activities of their associations:

  • Mr. Keith Chapple, Intel Corp (UK), for FEI UK

  • Mr. Rodrigo Navarro, Xerox do Brasil, for APRIMESC Brasil
  • Mr. Peter Upton, for AIIA Australia
  • Mr. Juan Pedro de Losada, for SEDISI Spain
  • Mr. Werner H. Rauch, for FEEI Austria (as guest)
  • Mr. Jörg Menno Harms, Hewlett Packard Germany, for FVIT Germany.
Session 1: A Global Framework for Encryption and Security
Mr. Haruki Tabuchi, Fujitsu, presented the paper which was prepared under the issue ownership of JEIDA, Japan. With minor amendments the Paper was unanimously accepted and released as IIIC Common Views Paper. Attachment 2: IIIC Common View Paper: "A Global Framework for Encryption and Security"

Mr. Keith Chapple, delegation leader of FEI, and Mr. Peter Dare, IBM (UK), presented a draft paper on "Global Trust Services". Due to the short time available for review, acceptance of the paper was postponed and member representatives were requested to study it in detail and submit their comments to FEI. It is intended to be tabled for acceptance at the next meeting.


Session 2: A Global Framework for Protection of Personal Data
Dr. Andreas Rowold, FVIT, presented the paper, which was prepared under the issue ownership of FVIT, Germany. With minor amendments the Paper was unanimously accepted and released as IIIC Common Views Paper. Attachment 3: IIIC Common View Paper: "A Global Framework for Protection of Personal Data".

Session 3: A Global Framework for Taxation of Electronic Commerce
Dr. Gaylen Duncan, President and CEO of ITAC, presented the paper, which was prepared under the issue ownership of ITAC, Canada. With minor amendments the paper was unanimously accepted and released as IIIC Common Views Paper. Attachment 4: IIIC Common View Paper: "A Global Framework for Taxation of Electronic Commerce".

Session 4: Global IT Industry Outlook
On behalf of ITI, Mr. Leslie D. Simon of the Woodrow Wilson Center, USA, presented a conceptional paper on the topic: "New Numbers for a New Economy - Why the Information Society Needs New Economic Measurements". The paper was met with great interest by all participants and ITI was encouraged to further develop this concept.

Dr. Bernhard Rohleder presented content and features of EITO, the yearly handbook issued by FVIT on behalf of EUROBIT and other sponsors.


Session 5: International Standards for the Global Marketplace
Mr. William A. Maxwell, Hewlett Packard, USA, presented the paper "Trade Facilitation and Information Technology - How Regulations can Best Facilitate International Commerce", which was prepared under the issue ownership of ITI. Though the paper was discussed during previous meetings, at the request of participants it will require further study and review. It will be tabled for acceptance at the next meeting, and hence has been classified FINAL DRAFT. Attachment 5: Final Draft - IIIC Common View Paper: "Trade Facilitation and Information Technology".

Eco Labels on a Global Basis
Dr. Reinhard Höhn, IBM Germany, presented the paper, which was prepared under the issue ownership of FVIT, Germany. The paper was unanimously accepted and released as IIIC Common Views Paper.

Product take back: The issue of product take back and related obligations for manufacturers of IT products as addressed in the draft EU directive on waste from electrical and electronic equipment (WEEE) was presented by Dr. Reinhard Höhn, IBM Germany. IIIC gave the mandate to the task force on environment to prepare a Common Views Paper on this subject. Attachment 6: IIIC Common View Paper: "Eco Labels for Information Technology Products".

The Year 2000 Problem
Mr. Anthony Parish, FEI, presented the paper, which was prepared by FEI as Issue Statement. All participants acknowledged that the paper deals with an important issue, and all members were recommended to use it as a guidance in their respective national programs preparing for the millenium change.

A Global Action Plan for Business with Governments towards Electronic Commerce
This initiative which was prepared by BIAC, GIIC, ICC, INTUG, WITSA and supported by a number of international organisations, including Eurobit, and intended to be submitted to the forthcoming OECD Ministerial Conference on Electronic Commerce in Ottawa, October 7-9, was met with much interest and sympathy. However, due to the fact, that there was no time for a detailed review of the paper, an official and common IIIC declaration of support could not be reached. Members were asked to review the action plan and confirm their support within two weeks.
